Tim Drake is actually the third person to wear the Robin uniform. Before him was Dick Grayson (who went on to become Nightwing) and Jason Todd (who was killed by the Joker).

Tim Drake discovered the secret of Bruce Wayne/ Batman by deductive logic: Tim watched Dick Grayson perform a triple somersault at the circus. (Batman #436) He later saw a newscast of Batman and Robin in action and Robin performed the same triple somersault. He then concluded that Dick Grayson was Robin. If that was true, and since Bruce Wayne had adopted Dick earlier, then Bruce Wayne was Batman. From there, Tim watched the newspapers carefully: when Dick left for college, there was no more Robin. When Bruce took in Jason, there was a Robin. And then, there was no Robin again (after Jason was killed). After convincing Dick that he knew the "Batman/ Robin" secret, Tim begged Dick to become Robin again, if only to help stop Batman's carelessness. Instead, Tim became the new Robin. (Batman #442)

During his training, Robin not only impressed Batman, but managed to gain his respect as well. It wasn't long until Robin joined Batman on the nightly patrols. Tim would also help train Azrael when Bruce was defeated by Bane. (Batman #487-499) And it was also Azrael who would break up the Batman and Robin partnership. (Robin (4) #1) As soon as Bruce returned to the job, Robin was again fighting side-by-side with Batman.

Unlike the previous Robins, Tim's costume is armor plated, has compartments for all types of gadgets, and has a darker coloration to reflect Batman's own costume. Robin uses an extendable staff as a weapon and is trained in various forms of martial arts. Although not as experienced as either Dick or Bruce, Tim more than lives up to the name Robin.
